Some people are still confused about the unfortunately named 'NACRA' - this piece from their web page should help:

Originally formed in March 2001, under the name of North America and West Indies Rugby Association (“NAWIRA”), NACRA is one of the six iRB regional associations. NACRA is the governing body of the thirteen Unions in North America Caribbean Rugby Association. It’s membership is diverse and currently includes, Bahamas, Barbados, Bermuda, British Virgin Islands, Canada, Cayman Islands, Guyana, Jamaica, Mexico, St Lucia, St Vincent and The Grenadines, Trinidad and Tobago and the USA.

NACRA is currently administered by a five Member Executive Committee, selected / elected as follows:

Category A Member : Canadian representative
Category B Member : USA representative
Category C Member : Two representatives elected by the Caribbean Unions
Category D member : Mexican representative

The current Executive are:

Bob Latham : President (USA Rugby)
Pearse Higgins : Vice President (Rugby Canada)
Miguel Carner : Treasurer (Federación Mexicana de Rugby)
Dennis Dwyer : Secretary (Bermuda RFU)
George Nicholson : Committee Member (Barbados RFU)

NACRA’s day to day administration is carried out by it’s duly appointed Administration Officer, Niall Brooks and regional development by Scott Harland, NACRA’s Regional Development Officer. The iRB’s representative in the region is Tom Jones (Regional General Manager).
